	Topic:	The closing of military bases in the United States.
	Problem:	The land that military bases occupy could be used for many other purposes; however, the cost to convert military bases to community property would be excessive due to the cleanup involved.
	Question:	How would a community use former miltary bases?
	Tentative Thesis Statement:	Building an airport from an existing military airport may be the most logical use for a number of military bases.
