	Question:	How can unborn children of illegal Mexican immigrant women avoid suffering medical complications due to changing prenatal care laws?
	Tentative Thesis Statement:	By not providing prenatal care to illegal Mexican immigrants, the state of California will incur enormous medical costs from post medical intervention.
